Notice on Issuing the "Interim Measures for the Administration of Personal Amateur Radio Stations"

Radio management committees, sports committees, and radio management committees of the provinces, autonomous regions, and municipalities directly under the Central Government:

The "Interim Measures for the Administration of Personal Amateur Radio Stations" are now issued and will be implemented as of the date of promulgation.

Carrying out mass amateur radio activities is of great significance to the vast number of radio enthusiasts studying communication science and technology, cultivating talents, enriching people's cultural life, expanding international exchanges, and promoting China's reform and opening up policies. In order to further meet the requirements of the majority of amateur radio enthusiasts, it was decided to open and develop individual amateur radio stations on the basis of continuing to carry out collective amateur radio activities. This year, pilots were organized in some provinces and cities, and then gradually promoted nationwide.

Amateur radio activities are not only highly technical, but also have a certain political influence. The radio management committees and sports committees of all provinces, autonomous regions, and municipalities directly under the Central Government should do well in accordance with the principles of active support, development, correct guidance, and strict management. After the opening of individual amateur radio stations, the radio management committees at all levels shall strengthen the management of individual amateur radio stations. The sports committees of the provinces, autonomous regions, and municipalities directly under the Central Government shall instruct certain institutions and personnel to take charge of this work, establish and improve the radio sports associations as soon as possible, and organize and guide them to perform effective management functions in accordance with these Measures.

Article 1 In order to strengthen the management of personal amateur radio stations (hereinafter referred to as personal amateur radio stations) and make it better serve the development of science and technology, the cultivation of manpower, the enrichment of people's cultural life, and the expansion of international exchanges, these Measures are specially formulated.

Article 2 Personal amateur radio stations refer to radio stations set up by amateur radio enthusiasts and used by myself for self-training, mutual communication and technical research.

Article 3 Anyone setting up or using personal amateur radio stations must strictly abide by these measures.

Article 4 The establishment of a personal amateur radio station must be approved by the relevant radio management committee and can only be used after receiving a radio station license.

Article 5 Under the guidance of the National Radio Regulatory Commission and the National Sports Commission, the China Radio Sports Association is responsible for the organization and implementation of individual amateur radio station activities in accordance with these Measures.

Article 6 The establishment of personal amateur radio stations shall meet the following conditions:

(1) Citizens of the People's Republic of China who are over 18 years of age (reception desk over 15 years of age) and Jing are members of the China Radio Sports Association.

(2) Possessing "Personal Amateur Radio Operation Certificate of the People's Republic of China" (hereinafter referred to as "Operation Certificate").

(3) I own the "Radio emission identification and necessary bandwidth determination" (GB12046-89), "Radio transmitter spurious emission power limits and measurement methods" (GB13421-92) and "Transmitter frequency "Tolerance" (GB12572-90) and other national standard radio transceiver equipment (power below 10 watts and frequency below 30 MHz, without affecting other business communications, local radio management committees may reduce requirements at their discretion)

(4) The working environment is safe and reliable, and necessary management measures are necessary.

(5) Familiar with and abide by the international and domestic regulations on amateur radio management.

Article 7 The following persons are not allowed to set up personal amateur radio stations:

(1) Those who have been released from prison for less than five years;

(2) Those who have been released from re-education through labor for less than three years;

(3) Those who have been under penalty of less than three years by the Radio Management Committee for revoking their radio license, seizing or confiscating equipment;

(4) Those who have been punished by the Radio Sports Association for revoking the Operation Certificate for less than two years;

(5) Other personnel at all levels who are deemed unsuitable for setting up a platform.

Article 8 The application and approval procedures for setting up personal amateur radio stations are:

(1) I fill out the "Application Form for the Establishment of a Personal Amateur Radio Station", and the unit (or the local street committee or township government) signs the verification of the applicant's basic situation;

(2) Submit the "Application Form for the Establishment of a Personal Amateur Radio Station" after signing the opinion of the unit with my "Operation Certificate" to the Radio Sports Association of the province, autonomous region and municipality for review and pre-designation of the frequency and call sign, and the frequency of the sending equipment is 30 MHz The following must be reported to the China Radio Sports Association for review;

(3) Hold the "Application Form for the Establishment of Personal Amateur Radio Stations" approved by the Radio Sports Association to go to the radio management committee of the country, province, autonomous region, or municipality to go through the approval procedures for the establishment and purchase or homemade amateur radio equipment and its frequency and call sign;

(4) Purchase or self-made or modified equipment at the designated sales unit with the approval and approval documents of the Radio Management Committee;

(5) Purchased or self-made amateur radio equipment shall be checked by the Radio Management Committee or its authorized radio testing agency, and then go to the original approval department for radio license.

Article 9 The operation of personal amateur radio stations must comply with the following regulations:

(1) Only amateur radio stations are allowed to communicate in plain language;

(2) The call sign is issued at least once every ten minutes;

(3) The language and attitude are civilized and polite, and the communication is concise and concise;

(4) It shall not be used for broadcasting and entertainment, and shall not be used for laughter and giggles on board;

(5) Operate within the scope of the project approved by the radio license and Operation Certificate;

(6) It is forbidden for people without "Operation Certificate" to operate on the machine;

(7) Don't hinder other Taiwan's communications. Do not intercept and spread the communication content of other stations;

(8) Each contact must fill in the radio station diary truthfully and keep it for a long time;

(9) To undertake the obligation to exchange QSL cards in accordance with national standard practices;

(10) It is strictly prohibited to engage in business or other profit-related activities;

(11) The use of amateur radio stations for political and religious activities is strictly prohibited;

(12) It is strictly forbidden to discuss personal privacy and state and unit secrets on amateur turtle platforms.

Article 10 Individual amateur radio stations may contact non-amateur radio stations in emergency situations such as emergency rescue, emergency rescue and disaster relief, but they should report to the local radio sports association and local radio management committee in a timely manner.

Article 11 The "Operation Certificate" is divided into four levels, and the fourth level certificate is only allowed to listen. The grade standard of the "Operation Certificate" and the methods for assessment and issuance are separately formulated by the State Sports Commission.

Article 12 The call sign prefix of individual amateur radio stations is classified according to the level of the operator's "operating certificate": the first level is "BA", the second level is "BD", and the third and fourth levels are "BG". The suffixes are planned by the Radio Sports Associations of various provinces, autonomous regions and municipalities in accordance with the "Regulations on the Administration of Call Signs of Radio Stations" issued by the National Radio Regulatory Commission.

Article 13 Individual amateur radio stations are subject to supervision and inspection by picketing and listening agencies composed of radio management committees at all levels, sports committees and radio sports associations. Anyone who violates these measures and various radio management regulations, according to the severity of the circumstances, radio sports associations above the provincial level may give a punishment to advise, warn, fine, suspend operation or revoke the Operation Certificate. Provincial or national radio regulatory commissions can impose penalties for revoking radio licenses, seizing or confiscating equipment. Those who violate the criminal law shall be dealt with by the judiciary according to law.

Article 14 The National Radio Regulatory Commission and the National Sports Commission are responsible for the interpretation of these measures.

Article 15 These Measures shall be implemented as of the date of promulgation.
